Blue Envelope Program

The VCCCD Police Department is proud to participate in the Blue Envelope Program, a thoughtful initiative designed to promote understanding and improve safety during interactions between law enforcement and community members who have cognitive, developmental, or mental health conditions, including autism spectrum disorder, dementia, anxiety, or other conditions that may call for additional support.

About the Blue Envelope Program

The Blue Envelope Program is designed to help law enforcement recognize that community members may have conditions or disabilities that affect their communication or behavior during traffic stops, service calls, or other interactions. The Blue Envelope logo serves as an immediate, visible signal to officers, helping them quickly identify and understand behaviors that might otherwise be misunderstood. The Program’s overall goal is to enhance public safety, strengthen trust between the community and law enforcement, and provide practical tools to help officers appropriately respond to individuals who may need special consideration.

The mission of the Blue Envelope Program is to create awareness for law enforcement that any member of our community may have a condition or disability that could impact their behavior or ability to communicate during a traffic stop or any law enforcement contact.

The goal of the Blue Envelope Program is to improve interactions between law enforcement and our community members by instilling calmness and understanding to those who need it the most.

We will continually strive to identify organizations within our community with similar goals and objectives and partner with them.
We will listen and work closely with our community partners.
We will provide our community with information, materials, and resources that facilitate effective communication and help law enforcement quickly identify participants.

The Blue Envelope Program is a collaborative initiative supported by all law enforcement agencies in Ventura County.

Participation in the program is entirely voluntary and requires no registration of any kind. No participating agency collects or stores personal identifying information from individuals who choose to take part.

Participants may choose to display Blue Envelope items, such as stickers or other merchandise, on themselves, their vehicles, or personal belongings. They may also present a actual blue envelope with the Program logo to an officer during any interaction. The envelope can contain documents like a driver license, vehicle registration, and automotive insurance, as well as optional information about any medical conditions or disabilities. This allows officers to quickly recognize the individual’s needs and adjust their communication and approach appropriately during a contact, call for service, or emergency.

The VCCCD Police Department will maintain Blue Envelope Program materials and related items featuring the Blue Envelope logo. These materials can be picked up by anyone at the front desks of the police stations, as well as each college’s Educational Assistance Center and Student Health Center. These materials are not limited only to individuals with disabilities or medical conditions.
