Applicants can demonstrate English proficiency by completing one of the following criteria:

Provide a copy of High School transcripts or equivalent in English. University transcripts for consideration of transfer credits must be evaluated by a NACES.org company. Translations from your home country will not be accepted as official transcripts. 

The Ventura County Community College District (VCCCD) requires coverage for health and accident insurance for all International Students (F-1 Visa) while attending any of our Colleges.

If you have insurance, you must provide the name of your insurance company, policy number, expiration date and policy coverage limits in English. If you do not have health insurance coverage, you must obtain insurance in the U.S. upon arrival at the college and prior to your enrollment in classes. Information is available for you in the International Student Office or you can follow the link below.

You may purchase your insurance online.

If you already have insurance please follow the Waiver Eligibility Criteria Process below to determine if you are able to maintain your current insurance. 

If your insurance cannot be waived please click on the link above to purchase the approved insurance by VCCCD.  

Waiver Eligibility Criteria and Process

If you meet one of the three requirements below, you can waive out of the GeoBlue plan:

1. You have existing health insurance through a United States-based company that provides Affordable Care Act-compliant coverage.

2. You are a sponsored student (SACM, Fulbright, foreign government) with program-provided health insurance.

3. You have existing health insurance that meets or exceeds the benefits of the GeoBlue plan and includes the following:

   1. Unlimited annual medical benefit

   2. A deductible of no more than $50 per policy year

   3. A network of doctors/medical facilities in the United States (examples: Aetna, Blue Cross, Cigna, Humana, United HealthCare, etc.)

   4. Coverage for inpatient and outpatient mental health treatment (must include at least 30 days inpatient and 30 outpatient visits)

   5. Coverage for pre-existing conditions after a 6-month waiting period

   6. A yearly physical examination, CDC recommended vaccinations, and TB tests

   7. At least $50,000 for repatriation

   8. At least $100,000 for medical evacuation

   9. Covid testing and treatment coverage

• Name of your insurance company

• Policy number

• Policy coverage limits and exclusions in English

• Insurance document showing current enrollment dates or a copy of insurance card

Guardian Statement for International Application:
The Community Colleges of Ventura County require that students who are under the age of 18 have a guardian over the age of 21 living in Ventura County. In the event of a personal emergency, accident, illness or incarceration, the State of California will require the signature of a guardian before offering assistance such as hospitalization or legal counsel. The Community Colleges of Ventura County are not permitted to act in place of the parent or guardian. If you are under the age of 18, you are required to have your parent submit a signed statement informing the Community Colleges of Ventura County who will be assigned as your guardian. The statement must include the name, address, telephone number and age of the guardian.

Residing outside the U.S. at the time of admission?

The Community Colleges of Ventura County offers you the opportunity to receive or ship your documents through EShip Global - a safe, quick and dependable delivery service. This service will allow you to receive the documents through DHL or Fed-Ex in three to five days.

Requesting your documents through express mail is at your expense, and your credit card (Visa, Mastercard or Discover cards only) will be charged upon requesting the service.

You must use the University Express Mail Services website – do not go through the DHL or FedEx website directly. All communication will go through the service. They will notify us by e-mail that you are requesting your documents to be sent by express mail.

Visiting the U.S. at the time of admission?

Your I-20 and admission materials may be picked up at any of our colleges' Office of International Student Program or by emailing applyinternational@vcccd.edu .

You are required to present the complete admissions package to the U.S. consulate in your home country. Keep your documents safe! If you lose any of your documents, please notify us immediately.

Before you make an appointment for an interview at the U.S. consular office nearest you, be sure to pay your SEVIS and visa fee online. The wait time for an interview varies from country to country. Check the US State Department  website to learn about visa application preparation and how long you must wait for an interview.
