When is a Formal Bid Required?

The Public Contract Code, under PCC 20651, requires that the District formally solicit bids for similar materials, equipment, supplies or services, except construction services, valued District-wide in excess of $99,100. Public Projects in excess of $15,000 District-wide require a formal bid and are handled by the Purchasing Department. Public projects include construction, alteration, renovation, improvements and repairs to any District facility. Professional services such as legal or architectural are exempt from the bidding process.

Formal Bids are those that are obtained by written solicitation. The bids are received in writing by a set date and time. The bids are publicly opened by the Purchasing Department. The written bids and bid summary are maintained by the Purchasing Department.
