NOTICE IS HEREBY GIVEN that the above-named California Community College District, acting by and through its Board of Trustees, hereinafter referred to as the “District” will receive up to but not later than 3:00 p.m. on Thursday, June 8, 2006, sealed bid proposals for the award of a contract for Project #39126: Student Center Renovation at Ventura College.

It includes the renovation of approximately 3500 square feet of an existing Student Center food services area and dining facility.  The Project includes extensive plumbing and electrical work to new food service equipment throughout the existing cafeteria.  New flooring, ceilings and food service equipment will be also included in this project.   

A mandatory job walk will begin at 10 a.m. on Thursday, May 25, 2006.  Bidders are to meet at the lobby of the Ventura College Student Center and Cafeteria (Building “B”), 4667 Telegraph Rd., Ventura, CA.

All bid proposals shall be submitted on forms furnished by the District.  Bids shall be received at Ventura County Community College District, 333 Skyway Drive, Camarillo, CA  93010, (805) 384-8300.  Each bid proposal shall be accompanied by:  (a) the required bid security; (b) subcontractors list; (c) non-collusion affidavit; and (d) statement of bidder’s qualifications.  Bids will be opened and publicly read at the stated time and place. 

Bid proposals must conform with, and be responsive to, the bid and contract documents, which will be available at Cybercopy USA, 3020 Sherwin Avenue, Ventura, CA 93003, (805)-642-3292 or  Plans and Specifications will not be provided at the time of the job walk. 

Each bid proposal shall be accompanied by bid security and in an amount not less than ten percent (10%) of the maximum amount of the bid proposal, inclusive of any additive alternate bid item(s).  Failure of any bid proposal to be accompanied by the required bid security shall render such bid proposal to be non-responsive and rejected.  The owner reserves the right to reject any or all bid proposals or to waive any irregularities or informalities in any bid proposal or in the bidding.

Pursuant to Public Contract Code §3300, bidder must possess a current California Contractors License at the time that the contract for the work is awarded. 

Prevailing Wage Rates; Employment of Apprentices.  This project is subject to the provisions of Labor Code §§1720 et seq. and regulations set forth in Title 8 §§16000 et seq. of the California Code of Regulations, which govern the payment of prevailing wages on public works projects.  All bidders shall be governed by and required to comply with these statutes and regulations in connection with this project.  Pursuant to Labor Code §1771, the contractor receiving award of the contract and subcontractors of any tier shall pay not less than the prevailing wage rates to all workers employed in the execution of the contract.  Bidders shall comply with applicable statutes and regulations, including but not limited to Labor Code §§ 1771, 1775, 1777.5, 1813 and 1815. 

Bid proposals shall not be withdrawn by any bidder for a period of ninety (90) days after the opening of bid proposals.  During this time, all bidders shall guarantee prices quoted in their respective bid proposals. In accordance with the provisions of California Public Contract Code §22300, substitution of eligible and equivalent securities for any monies to ensure performance under the contract will be permitted at the request and expense of the contractor.

This project will be awarded to the contractor with the lowest base bid and the selected bid alternates.  The project estimated cost is $1.3 million.
