Parking Regulations
The California Vehicle
Code, the Ordinances of Ventura County and the Traffic and Parking
Regulations of the Ventura County Community College District are in
effect 24 hours per day, 365 days a year, and are enforced by the VCCCD
Police Department pursuant to Section 21113(a) of the California
Vehicle Code.
The VCCCD Police Department reserves the right to restrict the use of any parking stall, area, or parking lot at any time.
The Governing Board of Trustees of the Ventura County Community
College District has authorized parking regulations to provide for the
safe and orderly flow and parking of motor vehicle traffic on its
campuses, pursuant to the California Vehicle Code. It is applicable to
all vehicles operated or parked within the legally established and
posted boundaries of the public grounds upon which the colleges are
situated. On special occasions, events, or emergencies, college
authorities reserve the right to temporarily suspend these regulations,
in whole or in part, as may be necessary to accommodate the situation.
Suggestions for change of these regulations or any questions concerning
their provisions should be directed to the Office of the Chief of
Police.
PARKING AND CAMPUS TRAFFIC
Student Parking Areas are located throughout the campuses and
are restricted to permit parking by students, faculty, staff and
visitors.
Visitor Parking Areas are also located throughout the campuses
and are posted with signs indicating the time limit. The largest
visitor parking areas are usually near the Administration buildings of
the three campuses.
Staff Parking Areas are posted and restricted to staff member’s vehicles that display a
valid staff parking permit. Students with a student daily permit may park in staff areas after 6:50 p.m. at Ventura College and after 7:00 p.m. at Moorpark and Oxnard Colleges.
Motorcycle Parking Zones are marked and located in various lots
of each campus. These spaces are to be used only for motorcycles and
motor-driven cycles displaying a valid parking permit. Motorcycles are
not allowed to park in a regular automobile parking stall if there is a
motorcycle area in that lot. Motorcycles with staff permits may park in
an automobile space in the staff lots since the staff lots do not have
motorcycle areas.
Loading Zones for passengers (white curb) and cargo vehicles
(yellow curb) are located at designated areas of the campuses. Vehicles
in the process of loading/ unloading at these locations do not need a
parking permit.
Off-Campus Parking is available at Ventura and Oxnard College
on the streets surrounding the campuses. Please read the signs posted
for restrictions. Many of the residential neighborhoods have time
restrictions. If you choose to park in these areas please be
considerate of our neighbors. Do not block driveways or park in any
other manner prohibited by law, which will result in a citation. At
Ventura College, parking in the lot immediately south of Wright
Library, just east of the E-lot, is restricted to Wright Library
patrons. Moorpark College does not have parking available on its
perimeter roadways. Most of the surrounding neighborhoods require a
special permit. The city police departments frequently cite off-campus
parking violations.
TRAFFIC AND PARKING ENFORCEMENT
Any person driving a vehicle onto one of the three campuses is
required to comply with all parking regulations and traffic laws of the
State of California and the Ventura County Community College District.
The campus police officers and student police cadets employed by the
campus police department are responsible for enforcing the provisions
of these laws. Violations will result in citations being issued with
collection or follow-up action taken through the Department of Motor
Vehicles.
Processing of Unpaid Citations consists of a Notice of
Delinquent Parking Citation letter originated by the processing agency
informing the violator that failure to respond to the original citation
will increase the fine. If the Notice of Delinquent Parking letter
receives no response by the violator within 14 days from the date of
the letter, the Department of Motor Vehicles in Sacramento will be
notified. Once such a notice is filed with the DMV, the registered
vehicle cannot be re-registered in California until the parking
violation and administrative fees are paid in accordance with Section
40200 California Vehicle Code.
The Speed Limit on the college campuses is 15 MPH on all
roadways and 10 MPH within the parking aisles. No person shall drive a
vehicle on campus at a speed that is greater than is reasonable or
prudent considering the weather, visibility, traffic and the surface
and width of the roadway, and in no event at a speed which endangers
the safety of persons or property. No person shall operate a motor
vehicle or combinations of vehicles in such a manner as to disturb
educational activities in progress on the campus.
Rules and Regulations for Parking on Campus
All vehicles shall be operated and parked in conformance with
posted or marked one-way traffic patterns. Vehicles shall not be parked
against the flow of traffic or backed into diagonal parking stalls. No
vehicle shall be parked in a marked or posted no-parking zone, in a
fire lane, or within 15 feet of a fire hydrant.
Parking outside of a marked stall is not allowed as well as
extending outside a stall into a roadway constituting a traffic hazard.
Vehicles may not park in any location not specifically designated
and/or posted for parking.
Vehicles involved in passenger loading/unloading are not to be left
unattended in any passenger loading area. Overnight parking of motor
vehicles is not permitted on the campus without the consent of the
Campus Police Office. Only vehicles with a bona fide reason recognized
by the college are permitted to park on the campus during other than
regular class hours.
During regularly scheduled class hours, all motor vehicles
parked on the campus must conspicuously display a valid permit, vehicle
identification number and license plate on both the front and rear of
the vehicle. A parking permit is invalid if:
- Used on a vehicle other than the one for which it was issued.
- Not plainly displayed so that it can be read from outside the vehicle.
- Not totally and permanently affixed to the back of the inside rear view mirror.
- Altered in any manner.
- Issued for a semester other than the one in progress.
Parking permits are required in the student
and staff lots from 7:00 a.m. to 10:00 p.m. Monday through Thursday and
from 7:00a.m. to 5:00 p.m. on Fridays. Permits are not required on
weekends, holidays or on any days classes are not scheduled.
REMOVAL OF PARKED AND ABANDONED VEHICLES
In accordance with the California Vehicle Code, the VCCCD
District colleges reserve the right to remove from its grounds any
vehicle found to be under the following circumstances for which the
owner will be liable for towing and storage fees:
- Abandoned vehicles: Vehicles parked on the campus overnight without permission from the Campus Police Office will be presumed to have been abandoned. If not claimed by the owner within 72 hours, it will be removed from the campus.
- Vehicles impeding the operation of emergency equipment, obstructing traffic flow, or otherwise parked in such a manner so as to create a hazard to the safety of persons and property.
- Any vehicle that is issued five or more citations to which the owner or person in control of the vehicle has not responded within 21 days of the last (fifth) citation.
LIABILITY
The Ventura County Community College District assumes no responsibility
for damage to a vehicle, injury to its occupants, or theft of its
contents while it is being operated or parked on any of the college
campuses. Should your vehicle be involved in any of these
contingencies, you should immediately notify the campus police. If your
vehicle becomes disabled on campus or if your battery is dead, the
campus police will assist you to the extent of their capability. Your
vehicle
must be on campus. Please lock your vehicle while it is parked on
campus and remove any valuable items from view to prevent theft.
The Ventura County Community College District shall not be liable under
any circumstances for the loss or damage caused to any vehicle parked
in a district parking
lot.
CARPOOLS
Moorpark, Oxnard and Ventura Colleges have several student and
staff carpool parking areas, which are generally a little closer to the
interior of the campus. All carpool areas are enforced from 7:30 p.m.
to 5:00 p.m. Monday through Friday on days when classes are in session.
Staff carpool areas are also enforced on any regular class day. A
Special Permit is required in order to park in carpool areas. Students
may not park in staff carpool areas prior to 6:50 p.m. at Ventura
College or 7:00 p.m. at Oxnard and Moorpark College. (After these
indicated times, all staff carpool areas revert to regular student
parking.)
Applications for purchasing a carpool permit can be obtained
at the Student Business Office at each campus. Staff members can obtain
a carpool permit at the Campus Police Office. Three or more occupants
are needed for each vehicle in order to qualify for a carpool permit.
Three or more occupants must also occupy a vehicle at the time the
vehicle enters and is parked in a carpool area. Carpool permits are not
available for use by evening students.
