NOTICE TO CONTRACTORS CALLING FOR BIDS

PROJECT #89106: ENTRY ROAD IMPROVEMENTS, REGIONAL FIRE, SHERIFF & POLICE EDUCATION AND TRAINING ACADEMY

NOTICE IS HEREBY GIVEN that the above-named California Community College District, acting by and through its Board of Trustees, hereinafter referred to as the “District” will receive up to, but not later than 3:00 p.m. on Thursday, June 9, 2011, sealed bid proposals for the award of a contract for Project #89106: Entry Road Improvements at the Regional Fire Sheriff & Police Education and Training Academy.

Scope of Work: Entry road improvements for the Regional Fire Sheriff & Police Education and Training Academy. Includes demolition and re-constructing the existing entryway to the academy, paving, landscaping, site lighting, demolition of an existing masonry building with basement, demolition / removal of one existing modular building, directory sign installation, and installing new site telecommunication conduits.    

A mandatory job walk will begin at 2:00 p.m. on Tuesday, May 10, 2011.  Bidders are to meet and register at the Heery conference trailer, 103 Durley Ave., Camarillo, CA 93010. Bids without representation on the Heery job walk sign-in sheet will not be accepted.

All bid proposals shall be submitted on forms furnished by the District. Bids shall be received at Ventura County Community College District, 255 W. Stanley Ave., Suite 150, Ventura, CA 93001, (805) 652-5500, Attn: Project #89106 / Entry Road Improvements BID. Each bid proposal shall be accompanied by: (a) the required bid security; (b) subcontractors list; (c) non-collusion affidavit; and (d) statement of bidder’s qualifications. Bids will be opened and publicly read at the stated time and place.

Bid proposals must conform with, and be responsive to, the bid and contract documents, which will be available starting May 9 at Cybercopy USA, 3020 Sherwin Ave., Ventura, CA 93003, (805) 642-3292 or www.cybercopyusa.com. Plans and Specifications will not be provided at the time of the job walk.

Each bid proposal shall be accompanied by bid security and in an amount not less than ten percent (10%) of the maximum amount of the bid proposal, inclusive of any additive alternate bid item(s). Failure of any bid proposal to be accompanied by the required bid security shall render such bid proposal to be non-responsive and rejected. The owner reserves the right to reject any or all bid proposals or to waive any irregularities or informalities in any bid proposal or in the bidding.

Pursuant to Public Contract Code §3300, bidder must possess a current California Contractors Class A or B License at the time that the contract for the work is awarded.

Prevailing Wage Rates; Employment of Apprentices. This project is subject to the provisions of Labor Code §§1720 et seq. and regulations set forth in Title 8 §§16000 et seq. of the California Code of Regulations, which govern the payment of prevailing wages on public works projects. All bidders shall be governed by and required to comply with these statutes and regulations in connection with this project. Pursuant to Labor Code §1771, the contractor receiving award of the contract and subcontractors of any tier shall pay not less than the prevailing wage rates to all workers employed in the execution of the contract. Bidders shall comply with applicable statutes and regulations, including but not limited to Labor Code §§ 1771, 1775, 1777.5, 1813 and 1815.

In accordance with Section §1773 of the California Labor Code, the Contractor shall post a copy of the determination prevailing rates of wages at each job site. A copy of these determinations, entitled “PREVAILING WAGE SCALE” is available to any interested party through the Internet at: www.dir.ca.gov. The Contractor and any subcontractor(s) shall not pay less than the specified prevailing rates of wages to all workers employed by them in execution of the contract.

The District has initiated a Labor Compliance Program (“LCP”) pursuant to provisions of Labor Code §1771.5 and other applicable law. The Contractor and Subcontractor(s) of any tier shall comply with the LCP initiated and enforced by the District. Bid proposals shall not be withdrawn by any bidder for a period of ninety (90) days after formal award of the contract by the District. During this time, all bidders shall guarantee prices quoted in their respective bid proposals. In accordance with the provisions of California Public Contract Code §22300, substitution of eligible and equivalent securities for any monies to withheld by the District to ensure the Contractor’s performance under the contract will be permitted at the request and expense of the contractor.
