NOTICE TO CONTRACTORS CALLING FOR BIDS
PROJECT # 39083:  BUILDING ‘F’ MODERNIZATION,
AT VENTURA COLLEGE

NOTICE IS HEREBY GIVEN that the above-named California Community College District, acting by and through its Board of Trustees, hereinafter referred to as the “District” will receive up to, but not later than 3 p.m. on Thursday, June 1, 2006, sealed bid proposals for the award of a contract for Project #39083:  Building ‘F’ Modernization, at Ventura College.

The scope of the project will include the renovation of a two story classroom facility of approximately 12,000 square feet.  Work includes but not limited to new chemical resistant flooring, new lighting, carpet, ceilings and electrical wiring.  The Project also includes the complete renovation of two public bathrooms with tile work, replacement of an extensive amount of exterior metal railings and some concrete patio work.    

A mandatory job walk will begin at 10:00 a.m. on Thursday, May 18, 2006.  Bidders are to meet at the northeast corner of the Ventura College Building ‘F’, 4667 Telegraph Rd., Ventura, CA.

All bid proposals shall be submitted on forms furnished by the District.  Bids shall be received at Ventura County Community College District, 333 Skyway Drive, Camarillo, CA  93010, (805) 384-8300.  Each bid proposal shall be accompanied by:  (a) the required bid security; (b) subcontractors list; (c) non-collusion affidavit; and (d) statement of bidder’s qualifications.  Bids will be opened and publicly read at the stated time and place. 

Bid proposals must conform with, and be responsive to, the bid and contract documents, which will be available at Cybercopy USA, 3020 Sherwin Avenue, Ventura, CA  93003, (805) 642-3292 or www.cybercopyusa.com.  Plans and Specifications will not be provided at the time of the job walk. 

Each bid proposal shall be accompanied by bid security and in an amount not less than ten percent (10%) of the maximum amount of the bid proposal, inclusive of any additive alternate bid item(s).  Failure of any bid proposal to be accompanied by the required bid security shall render such bid proposal to be non-responsive and rejected.  The owner reserves the right to reject any or all bid proposals or to waive any irregularities or informalities in any bid proposal or in the bidding.

Pursuant to Public Contract Code §3300, bidder must possess a current California Contractors License at the time that the contract for the work is awarded. 

Prevailing Wage Rates; Employment of Apprentices.  This project is subject to the provisions of Labor Code §§1720 et seq. and regulations set forth in Title 8 §§16000 et seq. of the California Code of Regulations, which govern the payment of prevailing wages on public works projects.  All bidders shall be governed by and required to comply with these statutes and regulations in connection with this project.  Pursuant to Labor Code §1771, the contractor receiving award of the contract and subcontractors of any tier shall pay not less than the prevailing wage rates to all workers employed in the execution of the contract.  Bidders shall comply with applicable statutes and regulations, including but not limited to Labor Code §§ 1771, 1775, 1777.5, 1813 and 1815. 

This Project is in part funded by the Kindergarten-University Public Education Facilities Bond Act of 2002 or the Kindergarten-University Public Education Facilities Bond Act of 2004.  As such, the District has initiated a Labor Compliance Program (“LCP”), pursuant to the provisions of Labor Code §1771.5 and other applicable law.  The initial approval of the District’s LCP is pending.  The District’s LCP Manual is included in Section 00900 of the Contract Specifications.  The Contractor and Subcontractors of any tier shall comply with the LCP initiated and enforced by the District.  For inquiries, questions or assistance with regard to the LCP, call Bill Studt (805) 384-8302.

Pursuant to Labor Code §1773, the Director of the DIR has determined the generally prevailing rates of wages in the locality in which the Work is to be performed.  Pursuant to Labor Code §1773.2, copies of these determinations, entitled “PREVAILING WAGE SCALE”, are maintained at the District’s Capital Planning, Design and Construction  offices located at 333 Skyway Drive, Camarillo, CA 93010, and are available to any interested party upon request.  Copies of rate schedules are also available on the Internet at http://www.dir.ca.gov/DIR/S&R/statistics_research.html.  The Contractor awarded the Contract for the Work shall post a copy of all applicable prevailing wage rates for the Work at conspicuous locations at the Site of the Work. 

Bidders are directed to Article 4.21 of Section 00700 (General Conditions) and to Section 00900 (Labor Compliance Program Manual and Forms) for detailed requirements concerning payment of prevailing wage rates, payroll records, hours of work, employment of apprentices, and the District’s LCP requirements and enforcement procedures. 

Bid proposals shall not be withdrawn by any bidder for a period of ninety (90) days after the opening of bid proposals.  During this time, all bidders shall guarantee prices quoted in their respective bid proposals. In accordance with the provisions of California Public Contract Code §22300, substitution of eligible and equivalent securities for any monies to ensure performance under the contract will be permitted at the request and expense of the contractor.

This project will be awarded to the contractor with the lowest base bid and the selected bid alternates.  The project estimated cost is $1.8 million.
