NOTICE TO CONTRACTORS CALLING FOR BIDS

PROJECT #29117 PERFORMING ARTS CLASSROOM & AUDITORIUM OXNARD COLLEGE

NOTICE IS HEREBY GIVEN that the above-named California Community
College District, acting by and through its Board of Trustees, hereinafter
referred to as the “District” will receive up to, but not later than
2 p.m. on Wednesday June 11, 2008, sealed bid proposals for the
award of a contract for Project # 29117 Performing Arts Classroom
& Auditorium at Oxnard College.

Scope of Work:
Construct a single story building, steel and CMU block structure, curtain
wall system, etc., for the Performing Arts Classroom & Auditorium,
it includes a 400 seat auditorium, a Black Box and a TV
Studio building, with a gross area of approximately 26,273 Sq. Ft. and
a covered breezeway approximately 890 Sq. Ft. Included in the Bid is
the Site Rough Grading and Finish Pad operation.
A mandatory job walk will begin at 10:30 a.m. on Tuesday May 20,
2008. Bidders are to meet in Room 101 of the County Student Services
Center (on South Rose Ave. at North Campus Rd.) at the Oxnard
College, 4000 South Rose Ave, Oxnard, CA. Project will be bid
with one Bid Alternate and the contract will be awarded to the lowest
responsible bidder.
All bid proposals shall be submitted on forms furnished by the District.
Bids shall be received at Ventura County Community College District,
255 W. Stanley, Suite 150, CA 93001, (805) 652-5500. Each bid
proposal shall be accompanied by: (a) the required bid security; (b)
subcontractors list; (c) non-collusion affidavit; and (d) statement of bidder’s
qualifications. Bids will be opened and publicly read at the stated
time and place.


Bid proposals must conform with, and be responsive to, the bid and
contract documents, which will be available for purchase at Cybercopy
USA, 3020 Sherwin Ave., Ventura, CA, 93003, (805-642-3292) or
www.cybercopyusa.com. after Tuesday May 20, 2008. Owner will not
provide plans and or specifications at the time of the job walk.
Each bid proposal shall be accompanied by bid security and in an
amount not less than ten percent (10%) of the maximum amount of
the bid proposal, inclusive of any additive alternate bid item(s). Failure
of any bid proposal to be accompanied by the required bid security
shall render such bid proposal to be non-responsive and rejected. The
owner reserves the right to reject any or all bid proposals or to waive
any irregularities or informalities in any bid proposal or in the bidding.
Pursuant to Public Contract Code 3300, bidder must possess a current
California Contractors License (Class B) at the time that the contract
for the work is awarded. The Contractor, under their current
License, shall have successfully completed a minimum of five similar
construction type projects.

Prevailing Wage Rates; Employment of Apprentices. This project is
subject to the provisions of Labor Code 1720 et seq. and regulations
set forth in Title 8 16000 et seq. of the California Code of Regulation,
which govern the payment of prevailing wages on public works projects.
All bidders shall be governed by and required to comply with
these statutes and regulations in connection with this project. Pursuant
to Labor Code 1771, the contractor receiving award of the contract
and subcontractors of any tier shall pay not less than the prevailing
wage rates to all workers employed in the execution of the contract.
Bidders shall comply with applicable statutes and regulations, including
but not limited to Labor Code  1771, 1775, 1777.5, 1813 and 1815.
In accordance with Section 1773 of the California Labor Code, the
Contractor shall post a copy of the determination prevailing rates of
wages at each job site. A copy of these determinations, entitled “PREVAILING
WAGE SCALE” are available to any interested party through
the internet at www.dir.ca.gov. The Contractor and any Subcontractor(
s) shall not pay less than the specified prevailing rates of wages to
all workers employed by them in execution of the contract.
The District has initiated a Labor Compliance Program (LCP) pursuant
to provisions of Labor Code 1771.5 and other applicable law. The Contractor
and Subcontractors of any tier shall comply with the LCP initiated
and enforced by the District. For inquires, questions or assistance

Bid proposals shall not be withdrawn by any bidder for a period of ninety
(90) days after the opening of bid proposals. During this time, all bidders
shall guarantee prices quoted in their respective bid proposals. In
accordance with the provisions of California Public Contract Code
22300, substitution of eligible and equivalent securities for any monies
to ensure performance under the contract will be permitted at the request
and expense of the contractor.


Successful bidder must submit a work schedule to the District within 10
days of Notice of Award. Schedule will be subject to review and approval
by District in order to minimize impact to the campus learning
environment. All work must be completed within 730 days after commencement
of work as set forth in the Notice to Proceed issued by the
District.

This project will be awarded to the contractor with the lowest responsible
bidder. The project estimated value is $17.5 Million dollars.
