NOTICE TO CONTRACTORS CALLING FOR THE RE-BID OF

PROJECT #19119: ACADEMIC CENTER AT MOORPARK COLLEGE

NOTICE IS HEREBY GIVEN that the above-named California
Community College District, acting by and through its Board of
Trustees, hereinafter referred to as the “District,” will receive up
to, but not later than 3:00 p.m., Wednesday, December 5, 2007,
sealed bid proposals for the award of a contract for VCCCD
Project #19119: Academic Center at Moorpark College


The scope of the project will include construction of a new three
story classroom building.


A mandatory job walk will begin at 10:00 a.m., Tuesday,
November 20, 2007
for all interested bidders not attending
the Mandatory job walk on September 13, 2007 prior to the
initial bid of this project. (Bidders which attended the Mandatory
Job walk on Sept. 13, 2007 remain eligible to submit a bid).
Bidders are to meet at Moorpark College Maintenance & Operation
Office, 7075 Campus Rd., Moorpark, CA.


All bid proposals shall be submitted on forms furnished by the
District. Bids shall be received at Ventura County Community
College District, 255 W. Stanley, #150, Ventura, CA 93001
(805) 652-5500. Each bid proposal shall be accompanied by
the required bid security, subcontractors list, non-collusion affidavit
and statement of bidder’s qualifications. Bids will be
opened and publicly read at the stated time and place.


Bid proposals must conform with, and be responsive to, the bid
and contract documents, which will be available at Cybercopy,
3020 Sherwin Ave., #D, Ventura, CA 93003 (805) 642-3292 or
www.cybercopyusa.com. Plans and specs will NOT be
available at the time of the job walk.


Each bid proposal shall be accompanied by bid security in an
amount not less than ten percent (10%) of the maximum
amount of the bid proposal, inclusive of any alternate bid
item(s). Failure of any bid proposal to be accompanied by bid
security shall render such bid proposal to be non-responsive
and rejected. The District reserves the right to reject any or all
bid proposals or to waive any irregularities or informalities in any
bid proposal or in the bidding.
Pursuant to California Public Contract Code §3300, bidders
must possess the following classification(s) of a current California
Contractors License at the time that the contract for the work
is awarded: Class B.


Prevailing Wage Rates; Employment of Apprentices. The
project is subject to the provisions of Labor Code §§1720 et
seq. and regulations set forth in Title 8 §§16000 et seq. of the
California Code of Regulations, which govern the payment of
prevailing wages on public works projects. All bidders shall be
governed by and required to comply with these statutes and
regulations in connection with the project. Pursuant to Labor
Code §1771, the Contractor receiving award of the contract and
subcontractors of any tier shall pay not less than the prevailing
wage rates to all workers employed in the execution of the contract.
Bidders shall comply with applicable statutes and regulations,
including but not limited to Labor Code §§ 1771, 1775,
1777.5, 1813 and 1815.
The District has initiated a Labor Compliance Program (“LCP”)
pursuant to provisions of Labor Code 1771.5 and other applicable
law. The Contractor and Subcontractors of any tier shall
comply with the LCP initiated and enforced by the District. For
inquiries, questions or assistance with regard to the LCP, call
Golden State Labor Compliance.


Bid proposal shall not be withdrawn for a period of ninety (90)
days after the opening of bid proposals. During this time, all
bidders shall guarantee prices quoted in their respective bid proposals.
In accordance with the provisions of California Public
Contract Code §22300, substitution of eligible and equivalent
securities for any monies withheld by the District to ensure the
Contractor’s performance under the contract will be permitted at
the request and expense of the Contractor.
